Abstract

Functioning of the mining-and-chemical industry is connected with omnifarious hazard-generating processes. These hazards outline the scope of tactics and strategy of social and economic security in the industry. The singularity of the objectives lies in the absolute information awareness—once a hazard occurs, its origin and background are understood, and the consequences can be predicted with sufficient confidence. Therefore, the problem solution is guaranteed by the prompt implementation of appropriate and targeted financial, economic, managerial and political measures integrated within the social and economic safety system of the mining-and-chemical industry as the highly critical sector in the national economy. Accordingly, the purposes of this system are governed by the more weighty and uttermost objectives of the national social and economic security, which defines the mission of the system. The top determinants of the social and economic safety in the mining-and-chemical industry of the Republic of Belarus include problems connected with preservation of the structural integrity of the industry, sufficient innovation activity to advance the science and technology, increasing dependence on import, aggravating material stratification in the industry and its separate units. The integrated and comprehensive understanding of these factors directly influences robustness and reliability of scientific research. A close attention should be paid to extra hazards due to global recession. The current mechanism of the social and economic security of the mining-and-chemical industry in the Republic of Belarus rests upon the hypothesis of unalterable and long-term growth and is unadaptable to possible financialand-economic regress when the demand for the export products drops. For this reason, the social and economic safety measures developed for this industry should take into account its dependency on price fluctuation of export products.
