Реферат

The identified external and internal favorable conditions for advancing the tin industry in Russia include the tin price rise and growth in demand in the world; extensive resource potential in Russia and the import substitution policy of the government to reduce percentage of import in tin use; the tax remissions in tin production in the Far Eastern Federal District holding the major reserves of tin in Russia. Subject to difficulties in development of Russia’s largest tin deposits (low content of useful mineral, high capital intensity of project implementation, etc.), the present authors consider promising in terms of investment availability such objects as tin-bearing placers and waste, as well as small ore deposits in the northeast of Russia. For example, the potentially efficient production is possible in the ore fields in the Magadan Region, with small reserves but high content of tin, located in the infrastructure intensive areas; Valkumei tin placer and tailings of Valkumei Mining and Processing Plant in Chukotka Autonomous Okrug; processing waste at Lazovsky site in the Magadan Region. In terms of conditional tin placers and deposits, the simplified model was constructed for their separate and integrated development. The economic efficiency of each scenario was evaluated. The modeling with the preset conditions shows that in the separate development scenario, the zero profitability can be reached at placers and primary ore deposits by the 3rd and 7th year of mining, respectively. In case of the integrated development scenario, the short payback period of placer mining smoothes the financial load of early mining stages at primary ore deposits. The calculations find the integrated scenario to be more efficient than the separate flowsheets. The comprehensive development of tin placers, tin-bearing mining waste and small tin deposits in the northeast of Russia can ensure considerable coverage of internal demand for tin in the country.
