Реферат | The role of the state policy in development of the Russian economy is usually very high. It is related not only to the features of the budget system and macro-economical regulation, but also to its effect on development of the real economical sectors. During recent years a lot of measures for supporting the industry and regional economical facilities have been tested in Russia. Part of these measures copied directly the foreign experience. E.g., the wide experience of the USA, China and European countries has been taken into account during establishment of industrial parks, while the policy directed on creation of clusters in the special economical areas and industrial parks is consistent with the ideas of M. Porter, well-known American economist and founder of using the “cluster” term in economical theory. Efficiency of the supporting measures for the industry is very important in the conditions of a crisis in global and national economics. It is shown that the features of the Russian budget system result in transfer of the main part of regional ingots in the Federal budget. Therefore, regional authorities have not suffi cient remedies for execution of their social obligations. In these conditions thesocial responsibility of metallurgical enterprises increases. |
