The coal industry has always been one of the most “vulnerable” industries. The ratification of the Paris climate agreement and the restrictions introduced in connection with it led to the intensification of work on the decarbonization of the economy and the transfer of world energy to renewable energy sources and hydrogen. In the future, this situation will lead to a decrease in coal consumption, and hence to a decrease in its production. In addition, in 2022, the transformation of the world political and economic systems, including interstate relations, began. The Russian coal industry, being dependent on the international coal market, has come to a crossroads. On the one hand, it is necessary to take measures to reduce coal production due to global decarbonization and the refusal of many countries from Russian coal, on the other hand, potential opportunities have opened up for increasing coal supplies to the Asia-Pacific markets. Under such conditions, the achievement by the industry of the target indicators provided for by the previously developed state program documents seems to be difficult to achieve. To improve the efficiency of the industry and the country as a whole, a so-called “mobilization approach” is needed, aimed at increasing its technological sovereignty. At the same time, the coal industry is likely to be reoriented towards restructuring, which will increase its adaptability to the specifics of current and prospective development. For such a restructuring, it is necessary to develop a set of measures to improve the state management of the economy. |
