Obviously, sustainable social and economic development over any length of time is impossible without regard to the global economic trends, and without engaging of national economy with the advanced methods of capitalization of natural resources and, first of all, mineral wealth. Such capitalization is possible both on national and regional scale. The authors have developed an economic appraisal procedure for mineral resources. It is shown that the key index of the appraisal is the net present value of a mineral, or the total net present value of the overall stock of mineral resources. This approach enables express capitalization of mineral resources on a regional scale. The article presents a case-study of the resource potential of the Imereti Region in Georgia. Today Imereti holds 196 large deposits of various minerals. This variety of mineral resources includes the world-class deposits, and some deposits are totally unique. For example, Tskaltubo medical thermal water deposit of the global value; Tkibuli–Shaori coalfield; Chiuatura manganese deposit; nine deposits of huge bentonite reserves with excellent process properties; Adjameti deposit of chalcedony which is a strategic source material for production of silico manganese and ferro silico manganese; 18 deposits of semi-precious and ornamental stones; 6 deposits of kaolin; 51 deposits of facing and dimensional stones; 70 deposits of inert and building materials which supply whatever demands of the road and housing construction; artesian basins and sources of fresh and mineral water, which are the natural wealth of Georgia. Creation of a regional fund for development of mining business is recognized as the best financial instrument. |
