Among the main problems hindering the development of the socio-economic system of both the Khabarovsk Territory and the entire Russian Far East, the decrease in the permanent population and the growing shortage of qualified personnel at existing and newly commissioned production facilities has become one of the key factors negatively affecting the further development of the macroregion. The presence of unique mineral resources in the Russian Far East in terms of their quality and volume has become the basis for the creation of the mining industry—the most important historically established element of the Far Eastern economy, which has the potential to form large interregional innovative production centers. Over the past decade, the mining industry of both the Far Eastern Federal District and the Khabarovsk Territory has enjoyed dynamic development. A number of major investment projects have been completed to introduce new production facilities, which have created thousands of new jobs. In this regard, at the initiative of the author, since 2012, solving the problem of training specialists and workers for the mining industry of the region has become one of the top priorities for the authorities, educational organizations, mining enterprises and the expert scientific and industrial community of the Khabarovsk Territory. Currently, eleven state institutions of higher and secondary vocational education provide training for specialists and workers in the field of mining engineering in the Khabarovsk Territory. The total number of students of ‘mining’ professions has increased 4 times over the decade. The creation of an industry-specific system for training qualified personnel is shown on the example of the mining industry of the Khabarovsk Territory. The analysis of the organization of career guidance to attract young people to mining, which reduces the shortage of qualified personnel at existing and newly commissioned production facilities of the mining industry, is carried out. It is concluded that in case of dissemination of the shown experience in other subjects of the Far Eastern Federal District, it is possible to ensure stability and increase the production potential of the mining industry in the region.
