The state of Russian mining industry, extracting balance and increase (restoration) of reserves are analyzed on the example of mineral and raw material sector of the iron and steel industry. Proposals for improvement of legislative base in the field of usage of the earth bowels, reproduction of mineral and raw material base, systems of payments and taxation, industrial and ecological safety are given.
