To the beginning of re-structuring of the coal industry of Russia the branch condition was the extremely unsuccessful. For decrease in social intensity in miner's cities and settlements priorities in financing of the actions which are carried out at the liquidated enterprises have been defined. First of all actions for social protection of the workers liberated from the operating and liquidated organizations of the coal industry in connection with their re-structuring were financed. By an expert estimation the part of actions of nature protection appointment on liquidation of especially unprofitable enterprises remains outstanding that involves occurrence of various kinds of damages put to environment. For decrease in size of a damage carrying out of actions directed on preservation and environment restoration is necessary: suppression of burning pedigree sailings, recultivation of the broken earths, building of treatment facilities of mine waters, building of the water outflow complexes and treatment facilities of mine waters, capital repair of the objects injured with conducting of mountain works. All it predetermines objective necessity of definition of risks of occurrence of damages for zones of mass closing of collieries. In this case the risk is understood as probability of occurrence of a certain kind of a damage in unit of time. The size of risk of occurrence of damages depends on set of spent actions. Hence, the primary goal of research in sphere of modeling of risk is definition of probability of occurrence of damages at carrying out of nature protection actions. Definition of probability of occurrence of damages probably to carry out on the basis of the structural models offered in work and methods. The received parities allow to calculate probability of occurrence of damages and to consider specific features of sources of negative influence on environment, and also to define the basic spectrum of arising consequences. Thereupon results of the conducted research became base preconditions for formation and an ecological and economical estimation of a complex of nature protection actions and have laid down in a basis of the concept of definition of risk of occurrence of damages in areas of mass closing of collieries.
