Abstract

This publication presents a short overview of changes in Russian higher education under the conditions of new legislation. It shows the basic developmental tendencies of academic freedom that the universities have during realization of educational programs as well as the role of federal state educational standards. It further demonstrates a new conception of approximate educational programs as related to the framework of the content of the applicable federal state educational standards. It also determines that employers might have in preparing a quality guarantee when it comes to training of specialists and determining the content of higher education programs. The content of the article aims to disclose the role of mineral dressing engineers’ training in the system of mineral engineers’ training as whole. It underlines the specifics of mineral dressing engineers’ training, its interdisciplinary nature and other characteristics. It demonstrates the possibility of development of professional competencies in the field of mineral dressing in different models of higher education, including bachelor, specialist and master studies. It conveys the results of a quantity analysis of mineral dressing engineer’s training at Russian universities. The analysis was carried with respect to higher education institutions, federal districts as well as on the federal level for the years 2009–2014. It presents the characteristics of mineral dressing engineers’ training with respect to educational programs that were developed on the basis of educational standards of different generations. It conveys the results of the analysis on evolutional structure of educational standards and training programs for mineral dressing engineers in Russia. It demonstrates the role of standards in a mining and metallurgical complex when preparing the
content of educational standards and programs. The article justifies the inevitability of strengthening of the universities’ responsibilities when it comes to guaranteeing a quality training of mineral dressing engineers.
