Abstract

The subject of this article is the tool of anti-dumping duties, as one of the most common measures in international trade, can have a significant impact on individual entities and sectors of the state economy. Authors study the use of anti-dumping measures in the context of ensuring the economic security of Russian steel enterprises. The theoretical and applied analysis covers: the reasons for the introduction of anti-dumping measures, examples of dumping investigations in the practice of international trade organizations, the impact analysis of restrictions on the metal producer’s competitiveness. The article deals with the phenomenon of dumping, which is a consequence of the free trade regime, shows: the goals, the types classification, the possible impact scenarios on the economies of different levels (developed, developing) in the conditions of integration and globalization of world trade. The current statistics analysis of open anti-dumping measures against Russian metal products shows an increase in the number of such duties, determines the possibility of abuse of anti-dumping instruments in the protection of national markets and manufacturers. The scientific novelty of the study is expressed in the generalization of relevant analytical information on the practice of anti-dumping procedures - on the example of the EU existing anti-dumping restrictions, it was confi rmed their negative impact on the volume of Russian metal exports, ambiguous action on the economic efficiency of the leading metal companies in Russia. The conclusion is made about the countereffectiveness of the use trade war tools. Regardless of the strength of economic influence and the breadth of anti-dumping duties coverage, they are not able to affect the effective production organization, existing assets, the system of enterprise management and sales, as well as the instruments of state support for metal producers. According to the results of the study, it is also proposed to conclude that it is necessary to conduct continuous monitoring, control and regulation of the foreign trade policy of the state in order to minimize the risks and negative impact of threats in ensuring the economic security of enterprises and sectors of economic activity.
