Abstract | The purpose of this study is to identify urgent challenges of introducing exchange instruments for the export of ferrous scrap metal, taking into account the prevailing business trends in the development of industrial e-commerce in the market and ways to solve them. The relevance of the study is due to the fact that in accordance with the Strategy for the development of ferrous metallurgy in Russia for 2014–2020 and for the future until 2030, it is planned to reduce the volume of scrap metal exports, including through the introduction of exchange trading in ferrous scrap. It was supposed to launch this mechanism from April 1, 2020, however, due to epidemiological and economic crises, discussion of this Iss. was postponed. Nevertheless, after stabilization of the economic situation with the help of this mechanism, scrap and waste of ferrous metals will be alienated. Due to the possible negative impact of these changes on the industry, representatives of the expert community and business associations do not agree with the need to apply such measures to regulate this market. The subject of the study is the norms of the draft of the Decree of the Government of the Russian Federation “On Amending Certain Acts of the Government of the Russian Federation”, prepared by the Federal Antimonopoly Service of Russia, and the relevant provisions of the law governing electronic trade in scrap metal, statistical and polling data in this area, as well as research, conducted on relevant Iss.s. This article analyzes the main trends in the development of electronic trade in ferrous scrap in Russia, analyzes current statistics in this area, which allowed to determine the main reasons for the transition of companies to electronic commerce in this area, as well as the key technologies used in this activity. Taking into account the prevailing practices and trends, an analysis was made of the conceptual challenges of introducing exchange trade in scrap of ferrous metals in the Russian economy and ways to solve them were proposed. Based on the results of the study, conclusions are drawn about the need to minimize the negative eff ects associated with the introduction of exchange trading mechanisms for ferrous scrap in Russia, practical recommendations are given to eliminate them. The article was prepared on the basis of studies carried out at the expense of budget funds on the state assignment of the Financial university of 2019. |
