Currently, both in Russian and in global coal industry, the open cut mining prevails as more effective, safe and less capital intensive in comparison with underground mining.
With the collapse of Soviet Union and changing of Russian basic economic structure, a serious problem happened in the coal industry. This problem was connected with the industry's unwillingness to work under the market conditions. The transition to the private ownership with the lack of knowledge of enterprise`s management, led to a significant decrease in the efficiency of coal production. The article raises the question of enhancing the human factor in a complex work to improve the production efficiency at Russian coal mines. The investment of innovative funds is necessary not only in technique and technology, but also - and primarily — to the improvement of production and management organization, as well as to a personnell setting to the more motivated staff and qualified labour in the sustainable and efficient development of the enterprise. An example of such approach is given in the context of “Chernogorsk”.
