Abstract

After Russia has become a WTO member domestic metallurgical enterprises need to ensure competitiveness of their product as well as the production process. Otherwise the risk of dramatic gain of the Chinese and Ukrainian producers positions both at the global and national Russian market will be realized; this process can be observed even now. Overcoming these mentioned negative trends is not possible without consolidation of efforts of the state and the private sector for the purposes of cardinal restructuring of national metallurgical industry. One of the ways to modernization of domestic steel industry is using of innovative technologies proposed by the author that deliver positive results in the medium and long term. Also a balanced using of instruments of influencing the industry and the economy as a whole must be insured. Specific ways to increase innovation sector of metallurgical industry are also identified in the article, and also provided comparative analysis and recommendations for integrated applications. Concerning the state government, it is desirable to maintain the demand for the innovation domestic products, in particular pipe of products of this type. Concerning the private steel produsers, it is desirable to take steps towards the integration of the individual companies within a single industry innovation system, covering all direct market participants and other interested parties. Also a significant reconstruction of infrastructure components is required, especially in the sector of public goods providing (education, research, etc.). Thus the initiator and coordinator of this process would be expected to be the most effective businesses that are already present in sufficiently implement innovative processes.
