The Preamble of the Subsoil Law of the Russian Federation specifies that this Law regulates the relations on extraction of brine of estuaries and lakes, but not seas. Instead of a general order, the borders of a used subsoils` site can be changed in an order, defined by the Government of the Russian Federation. During the process of exploration and extraction of minerals in the borders of mining lease, the subsoils user has a right to extract the widespread minerals and underground waters only for his own industrial and technological needs. The ground areas are removed under the petitions of the subsoils users and are rented out without the tenders after obtaining a license for the subsoils usage and registration of geological and mining lease. Forest plots in green zones are used for the development of deposits under the licenses, obtained before the introduction of the Forestry Code of the Russian Federation. Valuable forests and extra protected sites of forests make it possible to build and exploit the objects, connected with studying and development of deposits of hydrocarbonic raw materials, using the licenses, received before the December 31, 2010. Workers of geological prospecting parties in the Far North regions and the close areas have a right to store and bear the service weapons. The sites of local subsoils include: the sites, which contain the widespread minerals; and sites for construction and exploitation of underground facilities of the local and regional value, which are not connected with extraction of mineral resources. The state supervision of studying, rational usage and protection of subsoils is divided on federal and regional. There is introduced the concept of the state mining supervision. The state monitoring of a condition of subsoils is carried out by the federal operating control of the state fund of subsoils.
