Abstract |
The early millennium features a steady tendency of Russia’s foreign economic activity toward Asia–Pacific countries and revitalized cooperation with Association of SouthEast Asia Nations, Shanghai Cooperation Organization, BRICS, etc. The Asia–Pacific Region (APR) is a promising area in terms of marketing of machine industry products, innovative technologies, military hardware and, largely, crude products: compressed natural gas (CNG), oil and oil products, coal, ore, mineral fertilizers, timber and other commodities. The dominating export products are oil, gas and coal. The paper concerns one of the most important aspect of the development strategy for Russian Far East region, namely, coal export to APR countries via sea ports of Primorye. Essential growth of coal production and export in 2000–2013 being stated, including the contribution of companies and plants of Siberia and the Far East, the authors analyze the contemporary condition of rail transportation of coal and coal terminals at sea ports in Primorye. Considering social and economic importance of operation of coal terminals at sea ports of the Far East and buildup in volume of transshipment of dustforming commodities, as well as high impurity of air with unwholesome volatiles, it is required to develop and implement a package of measures toward ecological security of operation of coal terminals, which needs solving complicated technical–technological and organization–administrative problems. At the same time, the project pipeline available at various research and production organizations will enable a coherent ecological safety system promoting operational decision-making.
