Abstract | It is possible that adverse tendencies toward increased rate of accidents, injuries and occupational diseases in mineral mining and processing industry in Russia will aggravate owing to reduction of occupational and industrial safety financing. The authors present statistics on the rate of injuries and occupational diseases. It is said that solution to the task of minimizing injurious effect of economic decline on safe performance in mineral mining and processing industry should be tried in the area of pointing concentrated financial assets at such activities that are extremely oriented toward safety control. It is claimed that one of the top positions in occupational and industrial safety validation should belong to the economic analysis, considering influence of investment on risks of injuries, occupational diseases and damage, governed by the increased cost development and loss of profit or commercial viability. Occupational and industrial safety control measures with account for financial investment effect on risk of injuries, occupational diseases and damage are substantiated. The authors exemplify selection of priority areas of financing occupational and industrial safety control in coal mining industry. It is shown that the minimum-cost occupational and industrial safety control measures are to be aimed at averting accidents due to organizational factors. The best measure to preclude organizational causes of accidents is improvement of the control over occupational and industrial safety. The authors describe actions toward decrease in the rate of injuries at minimum financing. A procedure for arrangement of active participation of personnel in the occupational and industrial safety control is offered in the article. |
