Abstract

The pursuit for the conceptual modification of labor protection as s system meant to preserve life and health has become actual in recent years. The main objective of the new system of labor protection is transition to occupational risk evaluation and management. In this regard, efficient implementation requires the national institution of occupational risk management to be transformed in accordance with the internationally recognized trends. This article presents the occupational risk research undertaken in the framework of the Federal Law on Alteration of Particular Legislative Acts of Russian Federation (on Improvement of Occupational Traumatism and Morbidity Prevention) and new version of Section X on Labor Protection in the Labor Code of Russian Federation. The scope of the discussion embraces prospects for the advance of the national labor protection institution in the sphere of occupational risk management with the emphasis laid on the necessity to renew and supplement the existing legal base in the system of occupational risk control with the procedures of identification and assessment of risks and hazards connected with the professional occupation, internal inspection (self-check) over compliance with labor legislation and other normative acts on labor. The occupational risk management measures connected with identification, assessment and reduction of occupational risks are recommended. Through the assistance of the All-Russian Association of Employers and via social partnership, employers in the mining industry can have an effect on occupational risk management standards.
