Реферат

The analysis of trends in the sphere of occupational injury rate in Russia shows that the positive dynamics recorded in 2000–2015 in the framework of the All-Russian socio-labor monitoring irrelevantly depicts the real occupational industrial safety situation in the country. As against the currently effective procedure of potential occupational hazard identification, the concept put forward in this article includes the active monitoring of occupational safety indicators and a package of preventive measures aimed at safety of labor and at appraisal and reduction of hazards in a production process. In the labor safety context, such monitoring enables risk management before the occurrence of an occupational disease, hazardous event or production accident. Transition of the focus from the labor hazard management to the labor safety management allows investigating and handling causes and circumstances of accidents, injuries and diseases in the specific working places with the subsequent implementation of the most efficient and purposive managerial solutions. The relevance of the proposed concept is conditioned by the theoretical and methodological approaches ensuring efficient functioning of occupational risk management system. The concept implementation enables transition to a new type of labor safety management – from responsive management aimed at elimination of negative consequences of accidents to proactive management with the prioritized prevention of potentially hazardous situation, appraisal and control of occupational injury risks. Put it otherwise, the issue in question is the transition from safety control to safety management, and the solution of the indicated problems anticipates development and validation of the relevant strategy of the future research.
