The author acknowledges the imperfection of present legislation of subsurface resources management in respect of licensing of searches, estimations, elaboration and development of facing (block) stone deposits and recommends to investors to realize information-analytic works and researches, minimized risks and provided stable profitable mine business in further in period antecedent to licence receipt.
